Better graphics? Yes but there's a catch
FFXIII does indeed have very vibrant sharp clear graphics but it also has a ridiculously linear straight path of a world as FFXIII traded off the open world feel of FFXII and on screen encounters with a shamelessly linear world and battle screens. Xenoblade definitely isn't HD and has muddy textures, flappy jaw syndrome, jaggy edges, and has some awkward animations (falling in particular) but it also has huge sprawling completely unique environments with extremely large draw distances that would be impressive on 360/PS3 but are down right amazing on Wii.
Better characters? This is completely debatable and comes down to personal preference
I felt many of the characters in Xenoblade were completely forgettable but Reyn imo is like Wakka but even more awesome and Dunban is like Squall meets Balthier. FFXIII however, I pretty much felt all the characters were forgettable... it definitely wasn't SE's best work.... I'd take a Balthier or Wakka ANY day.
Better Gameplay? No, not a chance
30 hours into Xenoblade and I was still learning new stuff. The combat is a lot more kin to FFXII which imo is VASTLY better then FFXIII. The amount of stats, added bonuses and ways you can build up characters in Xenoblade though is on par with Western RPG's and MMO's. This is easily one of the more deep experiences to be had.
