I don't get charged for taxed.

I do, however, have a restricted time to buy stuff for 18+ games.

I think it's based on whether or not there's a brick and mortar store in your state.

This is PSN, not Amazon.

West Virginia taxes Nintendo and Microsoft shop stuff, but not PSN's. Ohio was the opposite, except Nintendo still charges sales tax there, too.
