These VC games are a trial run for the VC service. The games themselves are full games for thirty cents.

I am pretty sure the games expire at the end of their respective months. Iwata's wording suggests that if you liked the game you can pay full price when the VC store officially opens.

Wii U owners who have purchased the game(s) during the promotional period will not need to purchase the game(s) again at the regular price. Games purchased during this promotional period are eligible for 2 points in the Deluxe Digital Program. Point value subject to change.

You are buying the full game, permanently.
