What about data caps? Unless the gaming companies are going to be their own ISP and charge for it. Then we would have regular internet and gamers' internet or something.

Latency is far far more important than bandwidth when you're talking about cloud gaming, and given the unreliable/cobbled-together nature of the internet with switches and servers of various capacities and quality cloud-gaming for most genres (outside of turn-based/slow paced realtime titles) is likely a pipe-dream for the immediate future.
