Is there a consistent method as to which full retail games get put on the eShop?

I notice that there's a mix of games on there for download and I'm wondering if it's possible that Monster Hunter Ult will launch as a download as well as retail. I've got $150 to spend on there and have yet to find anything to buy.

This is true. Calll of Duty: Black Ops 2 and Mass Effect are not on the eShop. Everything else has been released so far.
