Two lines?
As Nintendo, I would have included the function in the standard library so they only had to add something like "Enable OffTV; Yes".
And as a programmer, I would have a txt file with the basic intro that I would copy when I started a new game, which would include the Enable OffTV function set to Yes so I only had to change one word if they decided to not include Off TV Play in the game.

Surely it would be more code though as the Gamepad functions as additional buttons on the screen at times, enabling TV off would mean either not using that option or a dynamic UI. Also HUD elements (etc.) displayed on the Gamepad would have to be moved to a pause menu or even the gamepad screen. Theres a lot more thought that goes in to it surely? I mean on a basic level it could theoretically be done with a few lines of code should Nintendo have designed it that way.

The most blatantly BS reason I've ever heard. I played MH3 for hundreds of hours, and having to glance down at another screen mid-battle isn't going to improve the experience.
When MH3U comes out I'll be letting the GamePad's battery drain and I'll play with just the Pro controller.
Hopefully Off-TV Play comes in a patch, though.
