Because it needs to be at least 10x the power in order for it to be a proper jump. As said by the trolls on this board previously.

Thanks to the sharing functions I don't expect any game to be able to use all 8 GB of RAM, much like how the Wii U reserves RAM space for its own UI functions.

The only question is, how much of that is eaten by the PS4's own UI functions.

I think the "small difference" is a comparison to each respective previous console. PS4 is a small difference compared to PS3 and Wii U is a small difference compared to Wii. I think that's what people are getting at.
