Why doesn't Nintendo launch consoles with a new Zelda game for it?

A good Zelda game would probably send the sales of the Wii U and 3DS though the roof.

They need time to make a good Zelda. This next one has been in production since one year before Skyward Sword was finished, It's Nintendo's biggest and most expensive project yet. This is why they are releasing the Wind Waker HD in the fall.

They take years to make and only the hardcore buy them. NSMB and Mario Kart are the major sellers on Nintendo hardware, which is why NSMBU was at launch (and has a rough 70% attach rate) and Mario Kart U will be out this fall. 3D Mario also sells better, but not as well as those two. The 3DS took off after Super Mario 3D Land and Mario Kart 7 released.
