Nintendo did an amazing job with F-Zero X, and laid the groundwork for the even better GX. So I would trust either Nintendo or Sega to develop a new F-Zero game.
Mario vs. Donkey Kong is a hideously underrated game.

Considering Sonic Unleashed daytime stages were basically racing games, SEGA still have it going in that department (too bad it didn't fit a Sonic game).

So yeah, SEGA.

All I will say, is that I'm fine with SEGA working on a new F-Zero as long as they don't touch the music. The music in GX has tortured my soul enough.
