It'd probably be something from the NES days, really, if only because of how much game development costs increase over time. Would the U.S. Mario 2 count, or would we take into account the development costs of Doki Doki Panic?

Then we got the awesomeness that was Tekken 5 and Tekken 5 DR later.

In dollars or labor or in percentage? I imagine stuff like SMG2 and Metroid Prime 2 were cheaper than other games of their quality because the cost to make much of the game were listed under the game that came before them.

You guys are way off. It's a Mega Man game, definitely. I can't say which one because there are a ton of cheaply made rush sequels (see, I even worked a robot dog pun in there), but there's enough to choose from.

of the classic series probably megaman 5 its the only one that didn't bring anything new to the table.
megaman 2: added more 2 robot masters
megaman 3: added sliding. doc robot stages
megaman 4: added charge shot. 2 castles
megaman 5: ...........
megaman 6: added adapters
megaman 7: new graphic style
megaman 8: new graphic style
