C/D: The power and structure of a platform could hinder a game's creativity.

While it can limit the potential mechanics, it can't limit creativity itself. In fact, it can limitations can actually require out of the box thinking. Not to mention, games in general were far more creative in the past and most modern games are just "modern" crafting of older products.

Look at the Wii, it was far weaker than both PS3 and Xbox 360 and it had so many creative and beautiful games like Super Mario Galaxy, Skyward Sword, Xenoblade, Last Story, Pandora's Tower, Fragile Dreams and many others.

It depends on the game directors and producers. Some designers will use the hardware to produce the same game we had seen last year, but with better graphics. Some designers will give us better graphics as well as introducing new elements not previously seen in gaming. Or they give us a combination of many different elements previously seen in separate games, but never seen in one single game before.

It depends on what the developer wants to do. Stuff like LoZ:OoT and Bioshock could never have been done on an Atari, but a timeless classic, say Tetris, can.
