Well, the Start/Select buttons would be on the wrong side of the screen. Other than that, sure.

Looks closer to a psp IMO then a GBA

But still there are a pile of differences as they wouldn't be confused.

They're the same, apart from size, shape, weight, screen size, screen resolution, screen aspect ratio, battery type, Start and Select button positioning and size, A and B button positioning, the existence of two analogue sticks, the existence of the X and Y buttons, shoulder button positioning and shape and names, the existence of the ZL and ZR buttons, the TV functionality, NFC, camera functionality, stereo speakers instead of monitors, the fact that games are streamed instead of played by the device itself, and all of the indicator lights are different.

But yes, other than those minor points, they're basically twins.

It'd be more accurate to say it's like the bottom half of the 3DS with some trigger buttons and an extra analogue.
