PR isn't lying. PR guys get paid.
If I support the game company, then I won't be supporting the blank DVD business.

Like every time they promise and then apologize for a software drought (gamecube, wii, 3ds and wii u all apply)?

Oh well, we'll see how the holiday goes. I'm ready for the games!

When he is making a PR statement, of course he is. Its a pretty large part of his job.

You should pretty much always take these kinds of things less as a, "Isn't going to happen," and more as a "No announcement to make on it right now." This applies for every company.
