Its a PS4 add on that lets you play Vita games(except the ones the require touch). Its about the size of a phone and its $95. Announced only for Japan so far.

Actually, what they SHOULD do, is release a digital only Wii U.

Include a 500GB HDD, have the OS pre-installed, and make it come with one of four pre-installed games: NSMBU, Mass Effect 3, Nintendoland, and ZombiU.
Make the console the size of the 3DS.
Sell it in a multitude of colours.
Include USB 3.0 ports.

Keep the Deluxe Wii U at it's price of $300 - $350.
Sell the new model for $200.

It's not an add on. It's a stand alone device that plugs into a TV and it can play Vita games as well as PS4 games via remote play.

Anyway watch this, it's a pretty cool device, it'll do well in Japan:
