I heard that after Nintendo announced it would support one gamepad at once, the backlash was high so they announced it would support 2 eventually.

for now FPS is cut in half when a second wiiU pad is connected.

It was at e3 2012 (I think) when they announced that it is *POSSIBLE* for Wii U to support two Gamepads. They didn't reveal any official plans to sell Gamepads though, let alone develop games which could use such a feature.

They sell them in stores in Japan and you can buy them directly from Nintendo in other regions.

Only as a replacement for an existing one. You can't just buy an extra Gamepad.
