Is there a way to build an arcade machine that plays Virtual Console games?

There are a few ways. The legal way would involve something like an x-arcade, a cabinet for it and an adapter to let you connect it to the wii. If you buy it instead of build it, it would cost you about 500-700 depending on monitor choice.

Lets say i already have a cabinet and monitor i got on craigslist. how could i play Virtual Console games on it?
