Implying that those are actually DLC tracks and not placeholder files.

No, they're totally going to name their first DLC "DLC 1".

This is fairly common practice, actually.

Look at Blizzard and WoW. They commonly add files into the game's data near an expansion's final patch with file names such as "Expansion_X doodad" , with X being the expansion number (in the case of WoD, files were found in Patch 5.4 that contained skins with the mention of Expansion 6 in their file name).

So yes, those names called File_DLC 1 could actually be files for future DLC already on the disk. That doesn't necessarily mean they're finished DLC, obviously, but it does mean there are files on the disk for DLC.

You just don't want to admit that your precious Nintendo is as bad as the other companies. But maybe you'll let it slide seeing as how it's Nintendo.

That is not on-disc DLC data, is just "save slots" for future DLC, i think is called "Hex data" or something

From the filesize and filetype, these are obviously some sort of image file. I don't recall any specific "you won the race!"images for any given track, though.

Miiverse stamps perhaps?

Could be.

All games that intend to have DLC need to plan ahead and put in "hooks" so the game can intergrate the DLC properly. This is not on-disc DLC nor is it confirmation of 16 upcoming tracks. It's just some foreward planning so they have the option.
