What is Nintendo's reason for keeping Region Lock when the competition doesn't?

We just found out that the new 3DS will still be region locked, meaning that we still can't play any imported games.

This puzzles me, and does not instill any confidence that the next Nintendo console won't be Region-Locked. The only thing it hurts is the consumer, as I wish I could import games such as Fatal Frame or Dragon Quest X.

The only thing i can think of is that if it were regino free, it would make them lazy with localizing games since they could just be played in Japanese
but they're already terrible with localizing games -_-

Because it would hurt localization if people start importing cheaper thus weakening sales a bit in those regions.

How do we know that PS4 and X1 are truly region free? It was claimed for years that the PS3 was region free, but we eventually found out that region locking was supported, just not used by the vast majority of games. For all we know, it could be the case again.

They could probably release a firmware update to reverse the region-locking.
Why they don't do that, I don't know.

This. Especially since Nintendo seems to be the only one that is worrying about it.
