I don't think it is, take a look at the shadows, they're kind of pixely like with the 360, if it was PC the shadows would be perfect and there also this video:

it says it's the 360 version at the very beginning.

Not everything on of has to be perfectly polished, game is still in development. I would like to believe the console versions would be on par

We're a little too close to release for everything to not be almost perfectly polished, plus like I said, the video I posted said it was the 360 version right at the beginning.
