Far Cry 3

In Co-op / Multiplayer, what is the difference between the 3 decoders? Is there a reason as to why I should use one over the other? I, personally, have not see any significant difference alternating between the tier 1 and tier 2, so I'm rather curious as to what I may be missing.

Umm, there is no difference.
The point is, you can then decode multiple things at once. You don't just pick one and use it only. Decode as many things as possible with the slots you have available to you.

guess I read too much into it, it just seemed odd having requirements to obtain the last 2. Anyways, thanks for explaining it to me.
