You can play without Internet, but you need it to download the game, obviously. So you'll have to bring your Xbox somewhere with Internet.

Huh, that's interesting. Minecraft should not be like that, being an official XBLA game as opposed to an indie game.

Its like that with all Indie games. For some reason you need to be connected to xbox live (you don't need xbox live gold) to play them. Its not the developers fault, Microsoft made it like that.

Best thing to do is just test out with a demo before downloading.
If you watch "Doctor Who" and play Pokemon Platinum, this will blow your mind-

The reason you need to be connected at all times with indie games is to stop people from implementing secret code to try and hack the 360. If it wasn't monitored it would actually be very easy to hack the 360 from a software side.

For most high-profile games, downloads are restricted to Gold members for a week or so after release. After that, Silver members can download them as well.
Now playing: Final Fantasy XIII-2 (360), Tales of Graces F (PS3), Persona 3 FES (PS2), Final Fantasy IX (PS1)
