hmmm...with some research it looks to be about as rare as "minceraft" and pink sheep, It looks like a 1 in 5000 chance of getting the golden apple in a double chest in a dungeon.

Pretty sure herobrine was actually "removed" by notch in 3 consecutive patches before 1.8. So 1.5,1.6 and 1.7 all had removed herobrine in the changelog. Not sure he did this to get this bs about herobrine back or he just wanted people to leave it alone.

But anyway you are late to the party only sad people make stuff saying herobrine is real. It's old news and is no longer funny any more. It's like the "arrow to the knee jokes" everyone thought it was kinda funny more people used them everyone got board and annoyed with them and now you rarely ever see them.
