That would have been a better way of executing Reach's storyline, unfortunately the geniuses at bungie clearly didnt agree (lets hope they at least thought of it). what is also unfortunate about your suggestion is that this can't correspond with what happened in the books, since the autumn was in fact NEVER planetside. Bungie has effectively ruined the Autumn's presence in the outerspace battle around reach, since there is simply no time for the autumn to have landed on reach, when looking at the book's timeline.
The only reason i can come up with as to why they chose to write reach's storyline the way they did was to make sure that captain keyes had a live appearance in the game. although, personally, a direct video transmition to some shuttle/ship that could have acted as a transport medium for the latchkey discovery would have been just as good. then the game wouldn't have had to so recklessly render a perfectly valid and arguably MUCH better story obsolete. also, it wouldnt require a tedious reconciliation effort between Nylund's and Bungie's story (aka the data drops).
That's my theory i don't know for certain if pelicans can reach orbit though.
in fact they can, seeing as johnson and the rest managed to escape halo in one. theyre also very suitable for outerspace travel. all they really lack is an FTL drive.
