I remember him being really prominent in talks prior to Halo 2's release in regards to it's development, but I don't remember him being there for Halo 3. I could be mistaken of course which is why I'm asking.
Main reason being Halo 2 was my favorite in the series from a gameplay standpoint because everything just felt very tuned and the footage I've seen of 4 so far has the same feel to it. Halo 3 left a bad taste in my mouth that was (somewhat) remedied by Reach. So if it's because of this guy that Halo 4 is taking shape the way it is, Hello Special Edition.
I think it's a rule for mods to have a God complex.

Frank was around for Halo 2 and 3, and then left to work for 343 Studios shortly after Bungie became independent from Microsoft. His involvement with ODST and Reach was minimal at best. As far as I know he is in charge of everything Halo from this point forward. He seems like a really cool guy and has a knack for hyping up Halo fans.
