I don't remember normal Halo games giving me power weapons for getting so many kills.

The thing is, they are similar, but they are also a little different.
Both reward you for getting so many kills/assists.
The big difference is that one is for weapons, while the other is for power ups or machines/vehicles.

I think the big thing is it drops something that anyone can grab.

No, it could come with a gun, or something like an overshield. No Predators Missiles, or Helicopters.
