We talking using weaponry related to their associated game series or no weapons no armour etc, just hand to hand?

For the latter, I'd say Master Chief hands down.

that's not even a fair competition. now if you took MC out of his armor it would be a bit more even.

When it comes to MC vs Shepard it depends on the weapons they are using. Mass Effect weapons are ridiculously more powerful canonically than any of the UNSC small arms.

I dunno, shepard might not be 7 feet tall but he is super human and undead, and possibly biotic
