If they decline I assume they would end up with a job somewhere else in the military that isn't the Spartan IV program. I mean, they can't very well just say no, then retire. They are military property. I don't even think any would decline. Military is all they know. They might decline the Spartan IV program specifically, but it seems like they'll always be military.

They get a job in home repo. After two years they repo the home of one of cheryl coles many illegitimate children and get married to her/him. They have children and then out popped a skeleon

They may have just been allowed to go on as Spartan IIs and IIIs.

All the GEN1 Mjolnir armor is still around and is still effective (as demonstrated by Chief) so its possible they just let them carry on using it.

Yes it is.

Only Spartan IVs have the augmentations required to wear GEN2 armor. So any Spartan who isn't a Spartan IV (like Chief) is wearing GEN1 armor.
