I though it was just increased vehicle health, not health regen on vehicles

Does it work if you're the gunner or the passenger or just the driver?

The health aspect is hardly noticible, The EMP part, is the best and only part that I noticed , it makes it so the EMP downtime is shorter. It's amazing when you're in the Ghost, you go down for maybe 1 second, enough for your Ghost to touch the ground and come back up.
And yes you can combine it with the Stealth from Wetworks.

I believe it works on any part you're sitting on, because in an article I read, 343 explained the health boost doesn't stack, to prevent indestructable vehicles.
