I personally don't care for complex, but a friend of mine likes it because it has light vehicles but ways to avoid them as well.
It really drives me insane when it comes up in CTF, because the other team seems to always have someone willing to drive a mongoose for the carrier while mine tries to lone wolf it--not to mention the sides are a bit unbalanced to begin with.

You should be asking, why does 343 keep making bad maps like Complex?
I've played Haven 5 times in a row because of votes. I hate that map.

Its too small. If the map was in Halo 3 I'd agree. The ability to sprint makes it a very tiny map. Which means no matter how much you try to run away to recharge shields....someone else will round the corner to end up killing you anyway. --- More Perfect
