Halo just has different mechanics than other shooters, primarily the "modern military" ones. Unlike Call of Duty, zooming doesn't improve your accuracy. Its more important to be able to easily and accurately melee and throw grenades. As far as being able to completely set your own control schemes, I guess it would be nice, but it could possibly lead to people exploiting the mechanics, so I guess they just choose to avoid that possibility all together.
I don't see a problem. Halo has always done it this way and nobody usually complains.-

Fishstick's close enough for me. I do wish we could have custom layouts, but it's not TOO bad this way.
