Why wont it let me type in a gamertag and find his or her file share?

343i have given us this option in the game yet when I searched a gamefaqs member's gamertag to see if his Ascension remake make is available to download via fileshare it said I could not access his file share or no file share available....something along those lines. What's going on? Is it just me having this problem?
