I got my code in a email, I'm only level 48 so I can't go to a spec class quite yet, but when I look at the spec levels it still only lists two, I check my download history and the Priority Alpha is there, waiting to download. I gotta be a 50 first or something before it downloads?

No, it should download regardless of your level. I'm a lvl 33, but can see all the specializations (they are just locked).

You may want to just back out to the dashboard. XBox Live typically stops downloads (or doesn't start them at all) when you play a game that accesses online data.
