When it doesn't kill in one hit due to lag or something.
It kills in 1 hit when you don't miss, not the games fault if your aim is off.
It's SUPPOSED to kill in one hit if you don't miss. Lag and missing are 2 different things. It's not my aim that is off, it's the the hit detection due to lag that's off. Railgun is hit or miss depending on the match. 1 match I could be hitting some shots that definitely shouldn't be killing a person, but they are killing them, and the next match shots that should be killing them aren't.
The Railgun feels like the Boomshot in Gears of War 3. Shoot and hope for the best. You might get a crazy kill, or you might get nothing. It's still good; I'm just saying it isn't the most consistent.
It's bad, but I still run for it because the sound and the kill is so satisfying. It's not really a bad weapon; it's just my least preferred out of the power weapons. Everything else fills a role that it can do better than it can. It's kind of versatile. Kind of.
