Why is the Matchmaking so horrible?

I don't play this game too often. As a result, my rank is only level 32. Why the f**k am I getting matched up with level 100 players?

Your rank isn't necessarily about skill, a lot of people play almost 24/7, plus a lot of people use the mtn. Dew and Doritos double xp, which explains how some people level up so fast

I don't mind who it matches you with, I just hate how long it takes at times. It's a problem that say, Battlefield, doesn't have due to servers, and even CoD running the same basic peer hosting system that Halo uses doesn't have those long wait times.
