You got me interested. Why is south phoenix doomed? Whats going to happen in 2558?

If you live in south Phoenix you know.
In Halo 4 he fires that beam that hits New Phoenix. Not sure if 2558 is the exact year but either way that beam will just annihilate us.

No, they didn't. They specifically said they'd never enable the option to continue your game after the ending like Broken Steel did with Fallout 3.
