Ok, so what I got out of this was that TC is a multiplier, but won't say of what number. He put "don't won't to use grenades" in the game's developer's console, so he's obviously a modder, but it made him use grenades anyway. What does he do?

p + w > 9000, where p is the power level and w is what the scouter said about it.

But seriously, he means that in multiplayer, most likely custom games, he tried to make a setup where either he or all players didn't have grenades. He failed to do so, and is now asking how it's done.
