Halo 4

So in trying to finish up this competitive CTF map but I'm running into one final problem before I can even take it to its testing phase....My over-shield ordinance isn't spawning. I made sure there is nothing in the way of it, but no go. Anyone have any advice on how to fix? Any help would be appreciated! Thx again in advance.
