Spartan Ops exp question

Has anyone else noticed lately that the exp for doing older spartan ops missions is, well.. terrible?

I've been doing some of the older ones with friends that missed them for various reasons. There's 3 of us in the party, and completing any spartan ops mission from the 'Play Chapter' menu only gives us about 3k exp each on Legendary.
I have no idea why it's started giving such crappy experience. Our only assumptions so far are because there's only 3 of us, but I wouldn't think they'd lower the exp for what is essentially making it more of a challenge (less players)

It's always been like that. The only way to get the full exp is to play a match through the find game option.
