I'm sure most people would assume Halsey turned heel by allying herself with the Storm faction but ONI betrayed her first by ordering her assassination.

Storm Covenant have been bad guys since the beginning. Halsey is a natural tweener, and I don't think her relationship with the Storm will last. She's just using them to get what she wants.

Lasky and Majestic are obviously babyface.

I'm pretty sure ONI turned heel here. I feel like this whole Spartan Ops is just setting Master Chief up for a confrontation with them in Halo 5. Palmer, if she's around will probably be on ONI's side, but heroically turn face in the finish.

On topic, Halsey's probably playing her captors (and playing them well). Wouldn't be surprised if she's genuinely PO'ed at UNSC though for obvious reasons - but even then, couldn't see her going full anti-human though.
