Are you talking about the quick snap, or actually the "Lock to Driving Line"
If you click the RS (I think, might be LS) with an object in hand, the game will center its axis along your current driving line. This is very helpful for making easy changes to small pieces like planks where it's location really matters to work.
The Lock to Driving Line is an option for any piece that becomes effective in game. It basically forces the object to move until it's centered along your driving line. For this to work, however, Physics need to be on for the object, and it actually causes the object to 'move' to the line. --- Petition for more Rush in Rock Band: 17 signatures
