Well, I beat the game on Hero mode, but when I try to start a new game again on Hero mode, it doesnt give me any options to carry over my stuff, I heard this is how it works, but not in my case, does it only work on normal and higher difficulties?

Most likely, Hero Mode does cut access to certain features.

As far as I know, skulls and scarabs don't appear in Hero. There's also no chapter challenge for Hero. But I dunno if it doesn't allow New Game+..

Ahh that explains it, thanks!

Scarabs are there on Hero and they count, but Skulls dont light up

I´m good enough now to play on normal mode

Then I know how to collect all of them...*evil face*....Really, don't you just need to get them on 1 difficulty, doesn't matter which? If so, then I'll just get all on Hero.

Yep, I got 38 on Hero mode on my first playthrought
now Im doing Chapter Challenge on Normal, and getting Karma for Ryu´s outfit and collecting the rest of the Scarabs
I got to keep my weapons and skills on this mode
