It has that Soul Calibur feel. hell, you can put this in a Soul Calibur opening and it can fit.

Actually it feels like Hirokazu Ando did it (he probably did)

It feels like Melee and Kirby Air Ride, as well as the Arena theme in Return to Dreamland. Which it should.

He makes these songs with a booming "orchestra" and alternating melodies between brass and winds (usually flutes)

I love his style.

Yeah, I was thinking Ando as well, it has a very Kirby's Air Ride feel too it.

Definitely not Namco.
