Mario is a must. As is Link. So is Samus. Pit, too. Kirby existed then, so also them.
Little Mac would probably pop up. Hunting Dog would make a fun shocking choice.

Since the NES's lifespan lasted past the birth of the SNES, Captain Falcon is eligible. In fact, since you specified "last NES game", this game was made at some point AFTER... February 19, 1994.
Wario existed and was relevant at the time, so he can be included. Yoshi was in the peak of his popularity, so of course have Yoshi.

Adventures of Lolo was definitely a thing at the time, so include Lolo. Star Fox was released in '93, so include Fox. Pilotwings just came out recently, so have Lark in there too.

Donkey Kong Country HADN'T been released yet, however... meaning that Donkey Kong and Pikachu are BOTH improbable for a 1994-dated NES SSB.

So...
Mario, Link, Samus, Pit, Kirby, Little Mac, Hunting Dog, Captain Falcon, Wario, Yoshi, Lolo, Fox, Lark. That's 13.
Luigi and Marth can make it 15.

The arcade Donkey Kong could be used, F-Zero, Star Fox, and Super Mario World hadn't been released yet.

Yes, but why would he?

Yes the had. The OP CLEARLY states to imagine this as being the LAST NES game. Wario's Woods was the real last NES game, so in order for this hypothetical game to work with that suggestion, it would have to be released sometime after February of 1994. F-Zero and Mario World were 91, Star Fox was 93.

His game was Mario's debut and Nintendo's first platformer; I'd say he held at least some importance at the time.

Ah, right; sorry about that. Though I don't see why Fox and Falcon would be necessary, I suppose that makes sense.

Kirby wasn't born in the NES era despite Sakurai being the creator of the SSB series and the Kirby games.

Kirby's Adventure and Kirby's Dream Land were both on the NES, weren't they?

Well Dreamland was actually gameboy, but it's already been cleared up and wouldn't detract from what you said anyways. Just wanted to throw it out there.

Why would there be 15 characters? That's more then the N64 version had...

Because it's easier to add more sprites than to add more 3D models?
