"WTF Character" arguments are bad and you should feel bad

It's the same as arguing that a character is unique and has a good personality or whatever. It's so unpredictable that you should never use that as a reason to back it up. If it was a legitimate reason for supporting a characters chances, then Virtual Boy's chances have just shot up.

Of course it's not just "wtf" for the sake of being "wtf". The "wtf" is only part of it, and it's one of the only parts that a lot of people see, when there's a lot more going on that make these characters deserving.

Look at what else ROB and G&W provided, they're both first party Nintendo, both represent hardware, both retro (very early Nintendo), both represent a significant part of the company's history, and both are unconventional characters you'd never think would be playable.

And with that... the Duck Hunt dog is totally worthy.

And also Sheriff. First character by Nintendo, represents their arcade days.

Also not to nitpick your roster, but his name is Andy, not C.O.

No, it's not Andy, just like Pokemon Trainer is not "red" or "ash".

My character stands behind the scenes while you play as the troops on the field, very similarly to PT, but instead of switching units, you use all at once that can all take damage on the field, and you can switch between them on the fly as well... A bit like Ice Climber mixed with PT. So yeah, since it's not really controlling Andy on the field, I prefer to call him C.O., a commanding officer. It more properly represents the gameplay of the Wars series. (I'm not an idiot, I think this stuff out)

And yeah, sure, VB could be a playable character... only problem is that it's more machine than something sentient. Hey, if it was sentient, sure, bring it in. It's important enough to the history of the company to be worth it, and just crazy enough to be "WTF".

I say the Duck Hunt dog would do the best job because its representing all the same things. It's early Nintendo and it also represents the zapper peripheral as well as the early Duck Hunt arcade units (or pre-arcade, very early Nintendo, a toy that would project ducks on the wall and such). And the Dog could be an embodiment of all that is duck hunt, not just being the dog character, but being everything that Duck Hunt is, and it is something very important to Nintendo.
