The next WTF character- who will it be?

There is no such thing as a character added to Smash Bros for the sole purpose of a "WTF" reaction. This is a myth that people subscribe to so they can delude themselves into supporting characters that have almost no realistic chance of being in Smash Bros.

Mr. Game & Watch was included in Melee to pay tribute to Nintendo's first gaming series. R.O.B. was included in Brawl to pay tribute to a peripheral that helped revive household gaming in the 1980's. If they come across as "WTF" characters to us, that's because we were too unimaginative at the time to see how they made sense being included in a game meant to pay tribute to Nintendo's past and present gaming history, not because Sakurai wanted to deliberately shock folks.

tl;dr version: WTF characters do not exist.

Sakurai said that he wanted half the Melee newcomers to be fan favorites and half to be unique and unexpected/surprising characters. He said Peach, Bowser, Mewtwo and Marth made up the "fan favorites" side and Ice Climbers, Game & Watch, Zelda and Sheik were counted as the "unexpected" side. So yes, he did want to surprise people. That was pretty much the whole point of Mr. Game & Watch; a surprising character nobody would have thought of.

Which means that either Sakurai considers that half of the roster is made up of "WTF characters" or there's no such thing as a specific "WTF character".

The fan viewpoint has always been that Sakurai includes one specific character to confuse people. Your argument doesn't support this.

Sakurai did include Mr. Game & Watch and R.O.B. to surprise people. In an August 2008 interview with Nintendo Dream, this is what he had to say:

"Like Mr. Game & Watch in the previous title, R.O.B. was devised as a character intended to imbue an element of surprise."
