Well they are pretty inter dependent are they not?
I mean the underlying physics engine and game mechanics.. okay, but the real meat of the game play comes from the characters with their interactions in attacks and movement in the environment etc... So I don't really think it makes too much sense to differentiate them like this, you could say game play is more important and only factor in the visuals from the roster, but in reality the roster is what determines individual move sets and balance and the fighting mechanics of the game are undoubtedly the most important... which are completely dependent on the the roster.
IMO the roster and its mechanics from each fighters perspective is more important, but they both go hand in hand.. because theyre constantly interacting..

As important as roster is for a crossover fighting game, gameplay is more so. I'll take a solidly balanced, competitive game that lacks some of my favorite characters over a mishmash that has all of them.
Ideally the team should be competent enough to pull off a solid roster and still have great gameplay, though. After all, Melee and Project M managed.
There will never be a game as horribly disappointing as Other M

Of course they will. Namco Bandai has a lot of experience with fighting games.

But not with fighting games that are like Smash Bros...
If you want a picture of the future, imagine a boot stamping on a human face--forever.
If the series never actually had a solid foundation for gameplay it would never be as immensely successful as it is now, I think.
But more to the point, there'll always be a character that I'll enjoy playing as.

That's why Sakurai's still head of the game's development. To insure it's still a Smash game, while still aiming to build upon what it already is.

Obviously gameplay. But I trust Sakurai it'll be good, his track record has given me that trust... If it wasn't good the characters wouldn't matter and I wouldn't be playing the game.
But since I put my trust in Sakurai, I can then put my attention towards other things, fan things, like, roster. Although I tend to get into the "deserving"/"realistic" territory, I still enjoy these things as a fan.

If the core gameplay is ass then it doesn't matter how many characters are in it. If I just wanted to look at my favorite characters I would go on Youtube. If I just wanted to see two characters fight in a non-canon setting I would go on Newgrounds.
