EXCLUSIVE ROSTER ONE NEWCOMERS:
1) Bowser Jr.
2) Ghirahim
3) King K. Rool
4) Palutena
5) Shulk

EXCLUSIVE ROSTER TWO NEWCOMERS:
1) Toad
2) Toon Zelda (with Tetra transformation)
3) Dixie Kong
4) Hades
5) Isaac

Both rosters have a total of 10 newcomers, with zero cuts. That makes for a total of 45 characters each (excluding transformations).

So which do you like better, and why?

Bowser Jr. ~ Toad
Ghirahim ~ Toon Zelda
K. Rool > Dixie
Palutena > Hades
Shulk < Isaac

I guess Roster One? Ugh though, why can't we have a worthwhile Zelda newcomer? Toon Zelda's just redundant (as much as I like Tetra) and Ghirahim a one-off.

Also it's still in dire need of Ridley, Mega Man, and maybe even one more new franchise if possible. It would be nice to have both Shulk and Isaac.

1 for K. Rool, Palutena, and Shulk, although I prefer Toad to Junior and I want Isaac as well. I'm fine with either of the Zelda newcomers and don't really care which of the two get in.

As with all your rosters, I think you are significantly underestimating the number of newcomers- Brawl had 17 not counting Toon Link. I think 3-4 more (so 13-14 total) would be in the realm of plausibility, and for those three/four I would like to see considered Ridley, Mega-Man, one more new series character and/or one more retro character. If you go off Roster 1, which I picked, these could be Isaac and/or Balloon Fighter.
