Are you sure you've played the Pac-Man world games?

Or are you really talking about the bulges in your arms and legs called muscles?

Because if so, the princesses don't have them, and the 2D black drawing doesn't have them either.

Yes.It just looks like 4 rubber tubes sticking out of a ball.
G&W is just LCD so he doesn't.
The princesses have other means for attack.

He can definitely fight. He has hands to punch people, feet to kick people, and he could friggin' bite people with his mouth! How would you not give Pac-Man biting attacks?

It can be, but it can also be incorporated into his movelist.

Why can't his standing A be him biting in place (while leaning a bit forward to bite his opponents) with the "waka waka" noise in the background as he does this?

Yeah, a character totally wouldn't be added if their moveset potential comes from 3D games. That's why Simon Belmont was in Brawl and not Snake.

May I ask if you've even played Smash before? Because it's worth noting that characters like Captain Falcon and ROB are playable, which were characters who supposedly had "no moveset potential".

Also:

Pac-Man 2: The New Adventures - Pac-Man could potentially be given the slingshot and hang glider from this game.

Pac-Man World - Butt bounce, Rev Roll, Pac-Dot Shoot, Flip Kick, Steel Body, Electro Shock, and Ribbon Ring Power. Also, Pac-Man could fly through the air by eating a Red Power Pellet and eating the Yellow Dots in front of it.

Pac-Man World Rally - The Pac-Man kart.

I'd list things that could probably be taken from Pac-Man Party, but what I listed should be fine enough. Also, are you sure you've ever played the Pac-Man World games?

To get more development resources and personnel. Its still headed by Sakurai, and Nintendos experienced team.. (if they are experienced) but the point is the directional minds are mostly the same. The thing Namco brings to the table is people, with different ideas that can be worked on by both teams in conjuction, and more people with expertise in various areas that are different, but complementary to Nintendo's personnel's own skillsets, and who obviously still recognize the value and status of the Smash Bros series.
