Its got all those nice colorful environments like in Vice City (all the palm trees, beaches etc) and the setting of San Andreas (the city of Los Santos, open forest & desert, etc.)
Its a nice change from the gray urban GTAIV setting and less dark and gritty like playing as a low life immigrant who lives in apartment.
You've got the sunny, cheery almost tropical-like atmosphere like in Vice City, and the openess in terms of countryside like in SA which I really like. --- Through the hourglass, I saw you. In time you slipped away...

GTA IV = Dark, dramatic, depressing, and occasionally funny.
GTA V = Upbeat, lively, colorful, humorous, and occasionally dramatic.
