Besides it hasn't been 5 years, that would mean they started work on GTA V before GTA IV was released.

I can vouch for this statement as I'm in school for game design and had a programming/coding class last quarter. It's ridiculous how one single character put in the wring place, missing, etc, can make your whole project a nightmare of errors. Just one character.

Oh, those are a relief once you start running into those problems where you fix one thing, and it breaks another. It's like an excruciating game of whack-a-mole... Mind you I haven't written anything to be proud about, much less a AAA title using cutting edge technology.
